Seminar “Lessons from Metro and Railway Projects: Practical Challenges and Opportunities in Managing Contract and Risks”

GENERAL INTRODUCTION

In the context of Viet Nam’s accelerated expansion of its metro and railway systems for the 2026 – 2030 period, particularly the Hanoi Metro, the Ho Chi Minh City Metro, and the North – South High-Speed Railway Project, the importance of effective contract management and risk control has become increasingly pronounced. The substantial scale of investment, technical sophistication, and diversified financing structures of these projects require not only strong implementation capacity but also careful management of risk allocation, change control, cost and schedule oversight, testing and payment mechanisms, and seamless coordination among all participating stakeholders.

Within this demanding environment, risks are not confined to issues of media attention or public perception; rather, they extend to broader structural and systemic challenges. Metro and railway projects must navigate changing legal frameworks, comply with international standards, operate under complex contractual arrangements, manage interface risks across multiple work packages, and ensure long-term operational safety and reliability. The convergence of technical, legal, and managerial complexities significantly heightens the potential for disagreements during project execution. In the absence of a well-structured contract and risk management strategy, such disagreements may escalate into formal disputes, leading to cost overruns and project delays.

In response to these practical imperatives, and to create a platform for multi-dimensional dialogue among regulators, project owners, consultants, and legal professionals, the Society of Construction Law of Viet Nam (SCLVN) and the Vietnam International Arbitration Centre (VIAC) jointly organize the seminar entitled “Lessons from Metro and Railway Projects: Practical Challenges and Opportunities in Managing Contract and Risks”. Through the exchange of domestic and international experience, updates on emerging practices, and discussions of pragmatic solutions, the seminar seeks to strengthen governance capacity and enhance risk management effectiveness for key infrastructure projects in the next phase of national development.
