VIAC & VIART have been officially transferred and assigned the Intensive Training program of Arbitrator skills from USAID

HANOI, Vietnam – In December 2023, the Vietnam International Arbitration Centre (VIAC) and the United States Agency for International Development (USAID) successfully co-hosted the “Arbitrator Skills Camp” . Subsequently, on December 4 th , 2023, VIAC had a meeting with USAID and a group of foreign experts to discuss some specific details regarding the handover of this training program. As a result of this discussion, VIAC and VIART have been officially transferred and assigned the Intensive Training program of Arbitrator Skills from USAID.

This Agreement signifies the joint dedication of the Parties to not only promote arbitration but also to extend their efforts beyond it.

HANOI, Vietnam – On the morning of 29 November 2023, the Vietnam International Arbitration Centre (VIAC) and the United States Agency for International Development (USAID), in collaboration through a technical assistance mechanism, proudly announced the commencement of “ Arbitrator Skills Camp ”. This training, set to unfold over five consecutive days (from 29 November to 03 December 2023), is dedicated to enhancing the capacity and skills of arbitrators who participate in dispute resolution through arbitration in Vietnam.

According to the Global Infrastructure Outlook , Vietnam will need over US$ 600 billion to reach its infrastructure goals by 2040. The traditional sources of funding will be insufficient to address such financing needs. Vietnam’s infrastructure has mostly been financed directly by the government and other public agencies, such as local governments and state-owned enterprises, while private participation has been limited. As government budgets are further burdened by COVID-19-related expenditures, the fiscal ability to fund and finance new infrastructure is increasingly constrained. As a result, the Government of Vietnam needs to identify new ways to mobilize resources for new infrastructure.

The 2020 Law on Public-Private Partnership (“The 2020 PPP Law”), enacted by the National Assembly on 18 June 2020 and in force as of 01 January 2021, has unified the current regulations governing PPP in many previously issued Laws and Decrees. However, despite recent growth in Viet Nam’s PPP sector, it remains relatively new. Therefore, although legal regulations governing the sector are constantly evolving, they have not kept pace with reality. Moreover, PPP projects often involve large-scale investments with prolonged time and complex legal relationships among diverse entities. Consequently, law enforcement for PPP projects has lately encountered several difficulties, obstacles, and inadequacies.
