General Secretary and President Tô Lâm Witnesses the Exchange of Memorandum of Understanding between the Vietnam International Arbitration Centre (VIAC) and the India International Arbitration Centre (IIAC)

On the afternoon of 7 May 2026, within the framework of the official visit to India, General Secretary and President Tô Lâm, together with Chief Minister of Maharashtra Shri Devendra Fadnavis, witnessed the exchange of a Memorandum of Understanding (MoU) between the Vietnam International Arbitration Centre (VIAC) and the India International Arbitration Centre (IIAC).

Within the framework of the official visit to India, on the afternoon of 7 May 2025 (local time), in Mumbai, Maharashtra, India, General Secretary and President Tô Lâm, together with the high-level Vietnamese delegation, attended the India-Vietnam Business Forum. The event was attended by Mr. Shri Devendra Fadnavis - Chief Minister of Maharashtra, leaders of government agencies, ministries and relevant authorities of both countries, as well as representatives of the business communities of Vietnam and India.

The India-Vietnam Business Forum was jointly organized by the Vietnam Chamber of Commerce and Industry (VCCI) and the Confederation of Indian Industry (CII). More than a conventional trade promotion activity, this Forum reflected a shift in the cooperation mindset between two emerging Asian economies, from “transactions” to “strategic connectivity”, amid the strong restructuring of global value chains driven by digital transformation, artificial intelligence, semiconductors, and green transition.

In his keynote remarks at the Forum, General Secretary and President Tô Lâm affirmed that Vietnam-India relations are not only built upon the profound historical foundation laid by President Hồ Chí Minh and Prime Minister Jawaharlal Nehru, but also stand before a historic opportunity to elevate bilateral cooperation towards strategic connectivity in emerging global value chains. He emphasised that such cooperation should be aligned with the world’s most dynamic growth centres and leading global trends, including digital technology, AI, semiconductors, and green transition. This orientation is also consistent with Vietnam’s long-term development goals towards 2045.

At the Forum, under the witness of General Secretary and President Tô Lâm, the Chief Minister of Maharashtra, and senior leaders of both countries, numerous memoranda of understanding were exchanged across key sectors, including aviation and infrastructure, logistics, transportation, industry, technology and pharmaceuticals, tourism, culture, AI, and electric vehicles. By the time of the Forum, 27 cooperation agreements had been signed between enterprises of the two countries, focusing on trade and investment promotion, cultural industries associated with tourism, aviation and airport infrastructure, maritime logistics, digital transformation and high technology linked with training, agriculture, and financial services.

Notably, as part of efforts to strengthen international cooperation in the legal and dispute resolution sector, the Vietnam International Arbitration Centre (VIAC) and the India International Arbitration Centre (IIAC) officially exchanged a Memorandum of Understanding (MoU).

Under the MoU, the two institutions agreed to carry out practical and substantive cooperation activities to promote the development of arbitration and ADR in Vietnam and India. In particular, VIAC and IIAC will cooperate in organising international forums, conferences, and events on arbitration, mediation, and ADR, while strengthening collaboration in training, capacity building, and the dissemination of specialised knowledge for legal practitioners and businesses. The two sides will also maintain regular exchanges of information on legal trends, institutional practices, and legislative developments in each country and internationally, thereby enhancing professional expertise, practical understanding, and professional skills for their respective staff members, arbitrators, and mediators. In addition, the MoU provides for mutual support in the administration of arbitration and mediation proceedings based on practical needs.

The signing of the MoU between VIAC and IIAC marks an important milestone, demonstrating the shared commitment of both institutions to promoting arbitration and ADR as effective mechanisms for resolving international commercial disputes, thereby fostering confidence among businesses and investors engaged in cross-border trade. Furthermore, witnessed directly by senior leaders of both countries, this cooperation also carries broader significance, contributing to the promotion and practical realisation of the Vietnam-India Strategic Partnership.

At the Forum, General Secretary and President Tô Lâm also emphasized that it is time for Vietnam-India cooperation to advance to a new level, not only in scale but, more importantly, in quality, depth, and strategic value.
